LONG TERM CONTROL PLAN AND ACT 537 PLAN UPDATE
NEWPORT BOROUGH, PERRY COUNTY, PA
Newport Borough Municipal Authority will hold a public meeting in conjunction with the Newport Borough Planning Commission on November 10, 2014 at the Newport Public Library at 7:00 P.M. The regularly scheduled meeting for the Planning Commission will be moved to the Newport Public Library. Newport Borough Perry County Pennsylvania hereby provides notice to the public of their intent to adopt the Long Term Control Plan and Act 537 Plan Update (LTCP/Act 537). The LTCP/Act 537 will authorize the Newport Borough Municipal Authority (NBMA), which currently owns the wastewater facilities within the Borough to upgrade and expand the NBMA's wastewater treatment plant(WWTP) to treat wastewater from Newport Borough and portions of Oliver and Howe Townships. The LTCP/Act 537 will also authorize combined sewer modifications (CSS) within the Boorough to eliminate extraneous storm water flows to the WWTP. The new WWTP will be designed to treat a maximum monthly average daily flow of 0.510 MGD and to meet new effluent limitations for total annual discharge of total nitrogen and total phosphorus. These limits are the result of the joint efforts of the states in the Chesapeake Bay watershed to improve the water quality of the Chesapeake Bay. The construction of the NBMA's WWTP upgrade and CSS modifications will be funded through grants and loans that are obtained from state and federal government agencies, such as PENNVEST and the USDA Rural Development. User rates are estimated to be approximately $50.00 TO $65.00 per month per EDU. The availability of grant funds may reduce the estimated user rates. A 30-day pubblic review and comment period is hereby established beginning on November 1, 2014. A copy of the LTCP/Act 537 is available for review by the public at the Newport Borough Building, 231 Market Street, Newport, PA 17074 between the hours of 8:30 A.M. to 12:00 P.M. and 1:00 P.M. to 4:00 P.M. Written comments should be addressed to: NBMA, 231 Market Street, Newport, PA 17074. Comments must be received by December 1, 2014.
